In order for either house of Congress to do much of anything, it must take a vote. The Constitution governs the procedures for congressional voting. Members of the senate typically vote by voice, shouting “yea” or “nay” to the presiding officer. If the voice vote is unclear, a standing vote may be requested. This is called a division vote.
