Cap and Trade
Definition
A market-based system for controlling air pollution such as carbon emissions by which an authority sets an industry-wide limit (“cap”) on the emissions of a pollutant and allocates allowances for the quantity of a pollutant each business may discharge while permitting businesses to buy and sell allowances.
