Definition

The recognition that both federal and state court systems have equal jurisdiction over matters, unless the United States Constitution or Congress otherwise restricts jurisdiction. Under international law, the recognition that two or more sovereigns may have sufficient interest in a legal matter that the sovereigns each have jurisdiction over the matter.
