Definition

Disbursement of money by the government to a contractor in advance of performance or delivery of goods or services. Contract financing payments include advance payments, progress payments based on projected cost or the percentage of contract completion, and advance interim payments on cost-type contracts. Contract financing specifically does not include invoice payments or payments for partial deliveries or partial performance already rendered.
