Definition

A formal request from the European Commission to a European Union (EU) member state to comply with EU law. The European Commission sends reasoned opinions to EU member states that the European Commission believes have failed to meet the member state’s obligations under the EU law as a preliminary step before initiating an enforcement action against the member state.
