(RFP) In the context of government contracts, an RFP is the first step in the competitive negotiation process. An RFP must specify any requirements, terms, and conditions of the contract and must include a list of the evaluation factors that will be used to evaluate submitted proposals. An RFP is also known as negotiated procurement.
