Facts

A sugar refinery in Uganda held a lease that allowed the refinery to take firewood from an adjacent forest reserve. The refinery sought a federal permit to convert the forest-reserve land into a plantation. The federal government granted the permit. In response, the Advocates Coalition for Development and Environment (ACODE) (plaintiff) sued the attorney general (defendant) to preclude the permit. ACODE argued that the issuance of the permit violated the public-trust doctrine.
