Facts
The Child Online Protection Act (COPA) made it a crime to post content that was harmful to minors online for commercial purposes. COPA defined minors as any children under the age of 17. The American Civil Liberties Union (ACLU) (plaintiff) challenged the constitutionality of COPA. The district court invalidated COPA on the ground that it violated the First Amendment. The government appealed.
