Facts
In 1955, the United States and Iran (defendant) entered into the Treaty of Amity, which was aimed to protect the property of American and Iranian nationals against expropriation by the other state. On July 12, 1966, the companies Amoco International Finance Corp (AIFC) (plaintiff) and National Petrochemical Company entered an agreement in which the companies formed a joint venture company, Khemco, to produce natural gas products. The Iranian government subsequently divested AIFC of its 50% property interest in Khemco. AIFC submitted the issue to arbitration, claiming Iran’s actions were discriminatory and in violation of the treaty.
