Facts
In the United States (defendant), 54 Mexican nationals were tried, convicted, and placed on death row in proceedings that did not comply with the Vienna Convention. Mexico (plaintiff) petitioned the International Court of Justice to issue provisional measures that would prevent the United States from moving forward with the executions. No dates for execution were set at the time Mexico brought its petition.
