Facts
Billy Bailiff (plaintiff) brought an action for personal injury against Storm Drilling Co. (Storm) (defendant) under the Jones Act. Bailiff brought his action in the Eastern District of Texas. It was uncontested that Storm’s property subject to attachment was within the Eastern District of Texas. Storm moved to dismiss, claiming that the Eastern District of Texas was an improper venue for the claim.
