Facts
The City of San Francisco passed an ordinance prohibiting operating a public laundry or washhouse in certain parts of the city between 10:00 p.m. and 6:00 a.m. The ordinance was passed due to the risk of fire attendant to such activities on account of the prevalence of wooden buildings in the city. The ordinance was challenged on constitutional grounds.
