Facts
In 2003, the North Carolina General Assembly embarked on a redistricting process. Under the redistricting scheme, District 18 would have no longer remained entirely in Pender County. District 18 would have crossed the borders of Pender and New Hanover counties. This would have increased the percentage of African Americans eligible to vote in District 18. When fully in Pender County, only 35.33 percent of the population consisted of African Americans eligible to vote. This redistricting caused that percentage to increase to 39.36 percent. The trial court ruled that District 18 constituted a majority-minority district. The Supreme Court of North Carolina overturned the trial court's holding.
