Facts
The City of Edmonds, Washington (defendant) enacted an ordinance requiring its residents to store guns safely when they were not being used. There was a state law in Washington that stated, “[t]he state of Washington hereby fully occupies and preempts the entire field of firearms regulation within the boundaries of the state.” Brett Bass (plaintiff) sued the city, arguing that its ordinance was preempted by the state statute.
