Facts
Willie Bell procured three teenage girls to use as prostitutes. The prosecution charged him with promoting prostitution in the first degree because one of the girls was under 16. The trial court refused to instruct the jury on a reasonable-mistake-of-age defense and convicted him. Bell appealed, arguing that the statute violated due process by allowing conviction without proof of requisite criminal intent.
