Facts
Gennaro Boffolo, a subject of Italy (plaintiff), traveled to Venezuela (defendant) in 1898. In 1900, Boffolo started and published a newspaper wherein he criticized the local judiciary and the president. The article in the newspaper further recommended the reading of a socialist paper “El Obrero.” Shortly after, the local Venezuelan government issued a decree directing Boffolo’s expulsion. During Boffolo’s expulsion, his Venezuelan home was broken into and plundered. Boffolo eventually left Venezuela thereafter. Italy filed an application against Venezuela on behalf of Boffolo.
