Facts
The Borough of Dumont (defendant) rezoned a parcel of land on the northeast border of the borough from a residential area to a commercial area that would allow the development of a shopping center. Directly across the street from this parcel of land were residential areas of three other boroughs. Those three boroughs and surrounding landowners (plaintiffs) filed a lawsuit against the Borough of Dumont to challenge the rezoning. The trial court ruled in favor of the three boroughs and landowners. The Borough of Dumont appealed.
