Facts
Germany imposed anti-dumping duties on typewriters imported from Japan. Germany had determined that Japanese manufacturers had been selling their exports in Germany at artificially low prices to obtain market share. Brother International then began sending the typewriter components made in Japan to Taiwan to be assembled and then exported to Germany.
