Facts
Attorney Stanley Brown (plaintiff) was appointed to represent an indigent defendant in a state-court criminal case. As a result of the demands of the trial, Brown’s personal legal practice suffered economic losses of $11,624.23. Brown filed petitions for compensation with the district court, and these were granted. However, the county board of commissioners (defendant) refused to pay these court orders because state law placed a statutory limit of $300 on attorney compensation for indigent defense. Brown petitioned the Nevada Supreme Court for a writ of mandate.
