Facts
Carl Brown (defendant) was a candidate for the office of county commissioner. Brown was running against Earl Hartlage (plaintiff). During the campaign, Brown pledged to reduce his government salary if elected. Brown won the election, and Hartlage sued Brown. Hartlage alleged that Brown’s promise to reduce his government salary was a violation of the state’s corrupt-practices law.
