Facts
In June 2015, Oklahoma enacted SB 642, legislation with four provisions. SB 642 amended existing consent procedures for minors seeking an abortion, created a new forensic protocol for statutory-rape investigations, added new licensing and inspection standards for abortion facilities, and added new penalties for violation of existing abortion regulations. Dr. Larry Burns (plaintiff), an abortion provider, filed a lawsuit against state officials (defendant) alleging that SB 642 violated the single-subject rule of the Oklahoma Constitution. The district court upheld the statute, and Burns appealed.
