Facts
The Secretaries of the Interior and Commerce (secretaries) issued sea-turtle regulations under the authority of the Endangered Species Act. These regulations prohibited the importation and trade in the United States of all green-sea-turtle products produced in mariculture operations. Cayman Turtle Farm, Ltd. (Cayman) (plaintiff), a commercial producer of green sea turtles, sued to stop enforcement of the regulations. Cayman argued that the secretaries did not sufficiently support their contention that sea-turtle regulations did not need to contain an exemption for commercial mariculture activities. Both sides moved for summary judgment.
