Facts
After the Deep Horizon oil rig explosion, the Council on Environmental Quality initiated a review of the Department of the Interior’s (department) procedures regarding National Environmental Policy Act requirements for offshore oil and gas exploration. The Department of the Interior commenced a review of its procedures under the act, but it had reached no decision after six years. The Center for Biological Diversity (center) (plaintiff) sued and requested that the district court order the department to finish its review and release its findings to the public.
