Chandler v. District of Columbia
District of Columbia Court of Appeals
404 A.2d 964 (1979)

- Written by Darius Dehghan, JD
Facts
The District of Columbia (the district) (defendant) instituted a program closing a number of fire stations on a random, rotating basis. A fire broke out in the home of Patricia Chandler (plaintiff) and killed Chandler’s two children. On the day of the fire, the station nearest to Chandler’s home was closed pursuant to the station-closure program. Chandler brought a wrongful-death suit, contending that the district was negligent in instituting the station-closure program. Further, Chandler acknowledged that the station-closure program involved the exercise of policy judgment by the district’s employees. The trial judge dismissed the suit, finding that the district had immunity. Chandler appealed.
