Facts
Federal prosecutors charged Chua Han Mow (defendant), a Malaysian citizen then living in Malaysia, with conspiracy and other drug-related offenses committed in tandem with coconspirators who carried out those offenses on American soil. Malaysia later extradited Chua to the United States, where Chua was tried, convicted, and imprisoned. A federal district court denied Chua’s habeas corpus petition. Chua appealed to the Ninth Circuit.
