Facts
Debra Ciraolo was forced to undergo an improper strip search in New York City. Ciraolo brought suit against the City of New York (NYC) (defendant). The trial court found in favor of Ciraolo and awarded her compensatory and punitive damages. NYC appealed on the basis that municipalities may not be made to pay punitive damages due to immunity.
