Facts
The State of Oregon (defendant) passed a law requiring local governments to bring their police officers and firemen within the state’s Public Employees Retirement System. The law also required local governments to pay those employees’ premiums for insurance that the state purchased. The City of La Grande (plaintiff) brought suit seeking a declaratory judgment that the law violated the Oregon Constitution by improperly intruding on the city’s home-rule authority.
