Facts
Andrew N.B. and Montrell D.H. (defendants) entered guilty pleas to violating municipal ordinances, without the involvement of counsel. As a result, Andrew N.B. and Montrell D.H. received dispositions of court supervision because the ordinances did not allow for detention or confinement. When Andrew N.B. and Montrell D.H. violated the terms of the court-ordered supervision, the cities (plaintiffs) filed contempt petitions against Andrew N.B. and Montrell D.H. The trial court found Andrew N.B. and Montrell D.H. in contempt and sentenced Andrew N.B. and Montrell D.H. to detention. Andrew N.B. and Montrell D.H. appealed to the appellate court, and the appellate court affirmed the trial-court decision. Andrew N.B. and Montrell D.H. appealed to the Illinois Supreme Court.
