Facts
The Northshore United Church of Christ (the church) (defendant) sought to establish a homeless encampment on its property. The church considered the housing of homeless people to be a religious practice. In order to establish a homeless encampment, the church was required to obtain a zoning permit from the City of Woodinville (the city) (plaintiff). However, the city had adopted a total moratorium on permits in the area where the church was located. Concerned that the encampment would go forward, the city filed suit, seeking an injunction prohibiting the church from establishing the encampment. The trial court granted the injunction, and the court of appeals affirmed. The church appealed to the Washington Supreme Court.
