Facts
The motor vessel Emily S. was tugging a barge carrying fuel oil off the coast of Puerto Rico. The barge ran aground, causing a large oil spill. The Commonwealth of Puerto Rico and many private parties (plaintiffs) filed claims against the vessels’ various owners, operators, and charterers (vessel group) (defendants) under the Oil Pollution Act of 1990 (OPA). The vessel group filed a separate petition pursuant to the Limitation of Shipowner’s Liability Act (Limitation Act), seeking limitation of their liability. The district court denied the vessel group’s petition and held that the OPA superseded the Limitation Act in cases of oil spills. The vessel group appealed.
