Facts
Ta Chi Navigation (Panama) Corp. S.A. (Ta Chi) (plaintiff) owned a vessel flying the flag of the Republic of Panama. The vessel exploded and was abandoned 700 miles south of Los Angeles. Salvors eventually recovered the vessel and delivered it to Los Angeles, where Ta Chi filed a complaint seeking exoneration from or limitation of liability pursuant to the United States Limitation of Liability Act.
