Facts
The Cuyahoga Metropolitan Housing Authority (the housing authority) (plaintiff) was a governmental entity responsible for providing low-income individuals with housing. The housing authority entered into an agreement with the City of Cleveland (the city) (defendant) for the construction of 2,500 housing units for low-income individuals. The housing authority obtained funding for the project from the federal Department of Housing and Urban Development. However, the city later enacted an ordinance that rescinded the agreement. The housing authority subsequently brought suit against the city, contending that the Supremacy Clause of the United States Constitution precluded the city from rescinding the agreement. The district court took the matter under advisement.
