Development and Resources Corporation (DRC) (plaintiff) initiated arbitration against the Government of the Islamic Republic of Iran, the Khuzestan Water and Power Authority, the State Organization for Administration and Employment (SOAE), the Ministry of Energy (MOE), the Ministry of Agriculture (MOA), and the National Iranian Oil Company, all successors in interest to the Oil Services Company of Iran, the Ministry of Economy, and Bank Markazi (collectively, Iran) (collectively, defendants). Following a hearing, the tribunal issued its award. The award included an amount owed to the DRC but failed to apportion amounts to each of the Iran parties. Subsequently, the MOE, the SOAE, and the MOA individually filed requests with the tribunal, seeking clarification of the award. Specifically, the MOE sought inclusion of an additional claim omitted in the award and argued that the tribunal should reissue the award to apportion arbitration costs among the parties. The SOAE requested that the tribunal clarify its reasoning. The MOA attempted to request correction of the award and submission of a claim that had been omitted.
