Facts
Doe and others (plaintiffs) sued local government officials of China (collectively, the officials) (defendants) for subjecting over 100,000 practitioners of Falun Gong to punishment, including arrest and detention, labor camps, starvation, and other torture. The plaintiffs moved for summary judgment against the officials.
