Facts
A group of military servicepeople, parents of servicepeople and members of the U.S. House of Representatives (plaintiffs) sought a preliminary injunction preventing President George W. Bush and Secretary of Defense Donald Rumsfeld (defendants) from launching a war against Iraq, alleging that the war would be an unconstitutional overreach of executive authority. The district court dismissed the complaint. The group appealed.
