Facts
The Volunteers Against Abuse Center of Butler County (VAAC) sought to build a shelter for abused women and children. However, the City of Butler (defendant) denied VAAC’s permit application because of a zoning ordinance limiting transitional dwellings to six residents. Three battered women (Doe) (plaintiff) brought suit claiming a violation of the Fair Housing Act.
