The Treaty on the European Union established a new relationship between the countries and people of Europe based on principles of liberty, democracy, respect for rights and fundamental freedoms, and the rule of law. These commitments, derived from the constitutional traditions of member states and principles of community law, are protected by multiple international treaties and agreements, including the European Convention for the Protection of Human Rights and Fundamental Freedoms (the convention). The right to equality under the law and protection from discrimination is a fundamental and universal right recognized throughout the European Community (EC). In 2000, the Council of the European Union adopted Council Directive 2000/43/EC (the directive) to implement equal treatment of persons irrespective of racial or ethnic origins.
