Facts
The European Communities (defendant) imposed anti-dumping duties on certain imports from Brazil (plaintiff) and several other countries. The European Communities grouped imports together from those countries for the purpose of performing the volume and price analysis required by the World Trade Organization (WTO) Antidumping Agreement. The European Communities also determined that the imports were the cause of the injury to the relevant domestic industry. Brazil challenged these determinations and asserted that they violated the Antidumping Agreement.
