Facts
The European Communities (EC) (defendant) adopted measures that prohibited the import of seal products, unless the products fell within an exception. One exception was for seal products made from seals that had been hunted by Inuit or other indigenous communities (IC exception). Another exception was for seal products made from seals hunted for purposes of marine resource management (MRM exception). Canada and Norway challenged the seal regime and alleged that it violated the General Agreement on Tariffs and Trade (GATT).
