Facts
The Philadelphia Inquirer published an article that accused township commissioners of being investigated for improperly pocketing money from a canceled town project. The article did not name specific town commissioners; however, the town had only 13 commissioners. John Farrell (plaintiff) was one of the township commissioners. Farrell brought an action for libel against Triangle Publications, Inc. (defendant), the publication company behind the article. Triangle moved to dismiss the complaint. The court found in favor of Triangle.
