Facts

Miriam Fuld and other United States citizens (victims) (plaintiffs) were injured in terrorist attacks outside of the United States. The victims sued the Palestine Liberation Organization (PLO) (defendant) in federal district court. The Promoting Security and Justice for Victims of Terrorism Act (PSJVTA) provided that the PLO and the Palestinian Authority (PA) consented to personal jurisdiction by paying salaries to terrorists in Israeli prisons and by continuing to maintain facilities in the United States. The PLO moved to dismiss the suits for lack of personal jurisdiction. The district court granted the motion, and the Second Circuit affirmed. The United States Supreme Court granted certiorari.
