Facts
Georgia implemented a county-unit reapportionment scheme. Effectively, this system favored the votes of larger over smaller rural counties. Moreover, rural-county votes generally counted for more than urban-county votes. Yet on its surface, the scheme abided by the one person, one vote principle. The district court affirmed the constitutionality of Georgia’s system. The Supreme Court heard this appeal.
