Facts
Bleckley County's governing authority operated according to a single-commissioner system. In this way, it differed from all other Georgia counties, characterized by multimember commissions. This prompted the allegation that this county's system diluted the votes of its African American minority. In Bleckley County, African Americans constituted 20 percent of the population.
