Facts
Edward J. Hollinrake (plaintiff) applied for certification as a peace officer with the Iowa Law Enforcement Academy (Academy) (defendant). The Academy denied Hollinrake certification because he failed to meet the minimum eyesight standards. The Academy did not conduct a hearing prior to the denial. Hollinrake sought judicial review of the denial in district court, arguing the Academy’s failure to conduct a hearing was in error. The district court dismissed Hollinrake’s petition. Hollinrake appealed.
