The government (plaintiff) submitted applications for the use of pen registers and trap-and-trace devices on four Internet service accounts. If granted, the applications would require each Internet service provider (ISP) to turn over the incoming and outgoing IP addresses of the websites visited using the account that was the subject of the pen register or trap-and-trace device.
