Facts
Armondo A. (defendant), a juvenile, was charged with felony automobile theft after he was found in possession of a stolen car and admitted he had been driving the car for three or four days. Before a petition requesting the juvenile court to adjudge Armondo a ward of the court was filed, a probation officer recommended against informal supervision for Armondo. The juvenile court later held hearings on Armondo’s request for reconsideration of informal supervision, but limited the hearings to a determination of whether the probation officer’s pre-petition investigation was fair and a proper exercise of her discretion. The juvenile court ultimately denied Armondo’s request for informal supervision. Armondo admitted to the allegations in the petition as a misdemeanor, and was adjudicated a ward of the court. The juvenile court sentenced Armondo to a one-year maximum period of confinement, and he was placed on formal probation in the custody of his parents. Armondo later appealed the judgment of the juvenile court.
