Facts
United States EPA Region V approved the application of Chemical Waste Management of Indiana, Inc. (CWMI) for the renewal of a Resource Conservation and Recovery Act (RCRA) permit for the operation of its Adams Center Landfill Facility. Petitioners voiced environmental-justice concerns, arguing that the facility would have an adverse impact on the minority and low-income communities near the facility. Specifically, the petitioners alleged that the facility would negatively affect the health, environment, and economic well-being in those communities. In response, Region V held an informational meeting within the community to discuss those concerns and conducted a demographic analysis on the communities within one mile of the facility. Region V concluded that there would be no adverse impact on the health or environment in those communities.
