Facts
Mexican authorities suspected Jesus Guardado Figueroa (defendant) of hiring gunmen to kill a man in Mexico, and the State of Jalisco issued a warrant for Figueroa’s arrest. Figueroa was in the United States, and the Mexican government (Mexico) filed an extradition request with the United States government (United States) (plaintiff). The United States filed a complaint for extradition, and the district court issued an arrest warrant for Figueroa. Figueroa was arrested and provided with an attorney. Evidence to support Figueroa’s extradition included sworn statements from two of Figueroa’s employees. The employees stated that they witnessed Figueroa hire the gunmen, provide the victim’s location, and then threaten the employees if they did not keep quiet. The employees’ statements describing the gunmen shared similarities with witnesses’ descriptions of the gunmen at the murder scene. Figueroa provided evidence calling the employees’ credibility into question.
