Facts
The clerk’s office of the United States District Court for the District of Connecticut in New Haven provided to United States District Judge Jose Cabranes a letter addressed to the clerk requesting that the sealed enclosure be given directly to the New Haven grand jury. The United States attorney for the district of Connecticut reported to Judge Cabranes that the letter writer was a potential target of the New Haven grand jury and had previously sought to communicate directly with a Hartford grand jury. The letter writer also had a history of persecuting innocent people through abuse of the judicial process.
