Facts
In 1985, the Sinclairs (plaintiffs) filed a bankruptcy petition in bankruptcy court under Chapter 11 of the Bankruptcy Act of 1978. In 1986, Congress added Chapter 12 to the Bankruptcy Act, providing certain benefits to farmers. The Sinclairs, who owned a family farm, filed a motion in the bankruptcy court to convert the basis of their petition to Chapter 12. The bankruptcy court denied the request, and the district court affirmed. The Sinclairs appealed to the United States Court of Appeals for the Seventh Circuit.
